Katherine Elgin, Ph.D.

is a fellow at the Center for Strategic and Budgetary Assessments, where she focuses on great power relations, U.S. and allied defense strategy, and grand strategy. She specializes in transatlantic defense analysis and has an extensive background in NATO, Europe, and Russia. Her Ph.D. dissertation examined the motivations of Russian foreign policy, with an emphasis on U.S.-Russian and Sino-Russian relations. Katherine has experience organizing and running wargames and other simulations for both educational and research purposes and is passionate about inspiring the next generation and helping national security organizations run efficiently.
